Introduction

This section introduces the concepts explored in this toolkit and provides guidance on how to read the following sections.

Active transparency

This section contains relevant aspects of active transparency, as well as recommendations on the information and data that parliament websites should include. Finally, this section also includes examples of practices implemented by parliaments in the region.

Request for Access to Public Information

This section contains relevant aspects of the process for requesting access to public information, a related model, as well as examples of practices implemented by parliaments in the region.

Open data

This section of the toolkit contains the principles of open data, stages for creating open data in legislatures, as well as examples of related practices implemented by parliaments in different parts of the world.

Communication and Accessibility

This section of the toolkit contains the attributes of communication and accessibility, associated instruments, as well as examples of related practices implemented by parliaments and other organizations in the region and other parts of the world.

Records Management

This section of the toolkit contains the attributes of records management, guidelines for records management in legislative branches, the Records Management System (RMS), its constituent elements, as well as examples of related practices implemented by parliaments and other organizations in different parts of the world.
