Accountability is a fundamental pillar of modern democracies, as it not only allows formal scrutiny of the performance of public authorities, but also serves as an important tool for strengthening the legitimacy of the state and for improving citizens’ confidence in institutions.

As citizens and civil society organizations demand more openness and transparency in public institutions, accountability processes become increasingly important in the context of broader institutional efforts to promote good governance and encourage citizen participation in public affairs. 

We invite you to start with the Introduction section which provides an explanation of the concepts and structure of this toolkit. The 3 sections that follow provide a sampling of existing practices and initiatives for:
